Ensuring the Colorado Shared Message Bank and a Community for Communicators Grows and Thrives

As many in the early childhood community know, the Early Childhood Colorado Partnership (ECCP) worked intentionally to advance the shared goals within the Early Childhood Colorado Framework for many years. Developing and sustaining a comprehensive early childhood system with children and families at the center was no easy task, and no one individual, organization or agency can do it alone. Together, their collective efforts facilitated numerous engagements and tools that continue to support families and organizations today. However, with numerous organizations focused on early childhood health and education, the ECCP Steering Committee decided earlier this year to discontinue the work and create space for others to grow and thrive.

As the ECCP dissolved, Illuminate Colorado, a statewide 501(c)3 organization dedicated to strengthening families, organizations and communities to prevent child maltreatment, has stepped in to ensure that the Colorado Shared Message Bank and the community that ECCP supported for communicators focused on promoting research-based frames and messages proven to garner broad public support for issues connected to healthy early childhood development, the prevention of adversity, mitigation of toxic stress and promotion of resilience and strengthening families continues to exist and grow into the future.

The Colorado Shared Message Bank is a critical tool in the toolbox to aid people in shifting community norms, perceptions and policy toward embracing the importance of investing in children and strengthening families and communities. It is also product of a collaborative effort of many people trained to support partners around the state as they work to integrate the Shared Message Bank and communications best practices into their communications efforts with and on behalf of children and families. These mentors review partner materials and offer advice on framing to promote social change or engage Coloradans in services that strengthen families.  

As additional frameworks to support maternal health and child maltreatment prevention have been created in Colorado and the community focused on improving communications practices begins to reconvene to share what is working and learn from one another, Colorado offers a message of gratitude to the Early Childhood Colorado Partnership for providing the space and conditions for diverse partners across the comprehensive early childhood system – encompassing health, mental health, family support and early learning – to come together to identify common results, share best and innovative practices, and implement strategies to improve system effectiveness for and with child and family well-being.

A Call-to-Action to Support Moms, Babies and Families in May and Every Month!

May is Mental Health Month, and we know that the health and well-being of a child can be impacted by the mental health of her parents. The Colorado Department of Public Health and Environment (CDPHE) is supporting a statewide campaign focused on maternal mental health, specifically around pregnancy-related depression (PRD). Learn more about the campaign and how your organization can play a role in ensuring new mothers and their babies can thrive together!

The building blocks of a healthy pregnancy and birth consist of emotional and mental health as well as physical health care. The benefits of maternal wellness during and after pregnancy include a high quality of life and maternal functioning for mothers, babies being born on time and with healthy weights, strong mother-baby attachment; and healthy, happy and productive families. Good mental health in pregnant women and new mothers also promotes young children’s development, healthy social relationships, and success in school and life!

As we raise awareness about the importance of mental health and wellness during this year’s Mental Health Awareness Month, we continue to be reminded that for many expectant and new moms (and dads), the path to parenthood is neither smooth nor clear.

Pregnancy-related depression (PRD) and anxiety is the number one complication of pregnancy, affecting about one out of ten women Colorado, according to latest data from the state Pregnancy Risk Assessment and Monitoring System (PRAMS, 2012-14). According to the National Coalition of Maternal Mental Health, more women will get a maternal mental health complication than new cases of breast cancer.

Untreated depression and anxiety can have long-lasting consequences for moms, including decreased maternal functioning, mother-child bonding, and quality of life. Between 2004-12, nearly one-third of pregnancy-associated deaths in Colorado is attributed to suicide or overdose. This dataset from the Colorado Maternal Mortality Program calls to our attention to address maternal mental health issues earlier and more often.

Consequences for children born to depressed mothers have also been well-research, ranging from babies being born early or of low birth weight, to fundamental changes in the brain development process that can affect children’s ability to grow, learn and emotionally thrive in later years. Unfortunately, these are the potential risks for the nearly 20,000 children who were born to depressed mothers in Colorado between 2012 and 2014.

But even with many proven models of prevention and intervention available today – from peer support groups and talk therapy to lifestyle changes, social supports, and in some cases, medication – many continue to be hesitant in seeking help. Barriers to treatment range from limited access to culturally and linguistically competent, mental health services; lack of consistent, standardized screening, referral and follow-up mechanisms in health and mental health care settings; and last but not least, the fear of having to admit to having a number of “socially undesirable” feelings that go beyond the “baby blues”: Profound sadness, hopelessness, guilt and shame.

Over the years, we have taken many steps in Colorado to increase our own knowledge on the prevalence of PRD, its risk and protective factors, and mechanisms to increase screening and identification for PRD. Providers and partners across the state have also developed local infrastructure, networks, and capacity to address screening, referral and treatment using locally developed and community-centered mechanisms.

But in order to make the pathway (from screening to treatment) fully accessible to new and expectant parents, we must first clear off the debris that’s currently on this path – false stereotypes, negative attitudes, and social discrimination attached to new moms and dads experiencing pregnancy-related depression and anxiety.

We must also join moms and dads in talking about the health and mental health challenges of parenthood, walking with them through a path toward support, and wrapping our arms around all new moms and dads. Local Collaboration to Enhance Prevention Efforts Through Shared Messaging

Shirley Ritter directs Kids First, an early childhood resource center serving Pitkin County. Read her reflection on promoting local collaboration for preventive efforts and how Kids First used Early Childhood Shared Messaging as a tool to support these efforts.

“We live in such a beautiful place. Look at the blue sky, the aspen trees, the mountains, even the babbling rivers; what could possibly be stressful about living here?”

This is often the first response I get from community members when I begin a conversation about adverse childhood experiences (ACEs) or toxic stress. No matter where you live, we know that young children are at risk for stress, triggered by multiple sources, that can have life-long consequences. We also know that with supportive, responsive relationships, these effects can be prevented.

I’d thought about this issue, and worked with other local agencies to plan for prevention programs for children and families; our agency also provides family education based on “emotion coaching” and the work of John Gottman. It still felt like this issue was not getting the attention it deserved. When I heard about the efforts of the Early Childhood Colorado Partnership (ECCP) to share common messaging across the state, that partners have been working on positive and effective messages, and that there was a mini-grant available, I was sold.

We used the mini-grant funds to pay for a graphic artist who used beautiful pictures of children incorporated into the shared messages developed by ECCP and stakeholders, who by the way know a considerable amount more about this topic than do I! The shared messaging having to do with children who thrive, about prosperity, and about resilience really resonates with families. I am writing this in the hope others might be inspired by have done in other communities; that we will all approach families in a way that shows we understand. Toxic stress is described as prolonged adversity, such as physical or emotional abuse, chronic neglect, caregiver substance abuse or mental illness, exposure to violence, and/or the accumulated burdens of family economic hardship—without adequate adult support. In addition to the ECCP, there is a wealth of information at Center for the Developing Child at Harvard to help you understand and convey important information about what children need to thrive.

Our next steps included adding a page to our website with basic information, local resources, and websites with helpful information for families. We used the materials we developed on social media, local newspaper advertising, and on our website.

I asked our local partners that serve children, youth and families to link to our webpage and share our message on their social media. There seems to heightened awareness lately for prevention programs, but not everyone knows just how young that starts, or exactly what that could look like. I am a big believer in collaboration, and this effort has reinforced that for me, and given us all so many ways to paint the picture of what it looks like for kids to thrive in our communities, and our state! Supporting Family-Friendly Employers in Colorado

3acda11Employers play a critical role in the lives of their employees, after all, the average person in the United Sates spends 8.9 hours a day at work in comparison to 1.2 hours they spend caring for others.[1] Employees, in every stage of life, should feel supported in the workplace. It is for that reason that partners in Colorado are teaming up to better understand family-friendly workplace policies and practices.

EPIC (Executives Partnering to Invest in Children), Essentials for Childhood (EfC) and Health Links have formed a strategic alliance to lead Colorado’s conversation about family-friendly employers. In June 2016, this alliance launched two initiatives to understand and strengthen family-friendly employment practices:

  • The Family-Friendly Workplace Toolkit highlights best practices and the components of a family-friendly workplace. We will continue to update the toolkit with relevant examples of corporate best practices as more and more employers are adding family-friendly policies.
  • The Family-Friendly Workplace Assessment assists employers to assess and evaluate their culture and benefits. Businesses of any size can benefit from utilizing the assessment. Upon completion, organizations receive a family-friendly score (FF+) and are directed to resources and coaching.

Business engagement has been a mainstay at EPIC since 2013 when the organization launched Colorado Business Reads, a corporate book drive that delivers books to children and families for summer reading while promoting the importance of language development and early literacy to employers. The success of the book drive led to EPIC’s Lunch & Learn Series and even further to EPIC leading Colorado’s discussion around family-friendly workplace culture.

Safe, stable, nurturing relationships and environments are essential to prevent child abuse and neglect and to assure all children reach their full potential. Essentials for Childhood (EfC) proposes strategies to promote relationships and environments that help children grow up to be healthy and productive citizens. Family-friendly employers are one of four key strategies in Colorado’s EfC Framework.

Healthy and safe employees are the key to success for any business – and for the overall economy. Health Links mission is to simplify how worksite health and safety get done. By doing so, Health Links helps build healthy, vibrant businesses and a stronger local economy. Health Links is a nonprofit initiative spearheaded by health and safety experts at the Center for Health, Work and Environment within the Colorado School of Public Health.

The early childhood sector can also benefit from incorporating family-friendly workplace policies and practices. We encourage you to take the Family-Friendly Assessment and utilize the resources and coaching that come along with it. Additionally, you can read more about what other organizations are doing on the Family-Friendly Workplace Toolkit which is available on the Early Childhood Colorado Partnership website. Together we can work to reduce work-life stress and ensure that employees with young children feel supported.

Supporting Future Generations of Coloradans through Family Friendly Workplaces

img_3036Parenting can be the most rewarding experience of one’s life, and it is also likely the most challenging. Having a career devoted to collaborative efforts supporting the needs of children and families, I know the powerful impact parents and caregivers have on children and the importance of working together to ensure families can thrive. But this desire and understanding became a much bigger reality when I became pregnant with my daughter Nora, born earlier this year. With 64 percent of children under the age of 6 with both parents in the workforce[i] and the United States being the only advanced country not to mandate any paid leave for new parents[ii], we can do more to ensure families are supported and children can thrive.

Even as someone armed with an array of resources and copious amounts of support through family, friends, and colleagues, navigating the world of pregnancy and raising a child is harder than I ever could have imagined. Receiving pre- and post-natal care, organizing leave from work, finding child care, and how it all plays into scheduling and finances adds a large burden to the everyday experience of caring for a newborn.

Every family deserves the ability to make the choices they need for themselves, but not all families have the opportunity of choice afforded to them. Many are overextended and struggle to make ends meet. I work in an incredibly supportive workplace that provided me with three months of leave, lactation accommodations, and a part-time position to return to so I can spend valuable time with my daughter. I have family nearby, which means I have the choice to use consistent Family, Friend, and Neighbor child care without a financial burden and have the comfort of knowing Nora gets to build strong relationships with family members who have tools and resources to ensure she receives nurturing experiences every day. The reality is that most families in Colorado are not in the same position with flexible work policies and child care options. In fact, 14 percent of Coloradans reported child care issues affected their employment in 2011-2012 [iii].

It’s exciting to see issues around family friendly workplace policies gain support nationwide, and to see early childhood partners working together to identify ways we can better support families in Colorado. Singing from the Same Songbook for Colorado’s Families and Children

stephaniemonahan-e1428360449187Achieving the vision of the Early Childhood Colorado Framework that all Colorado children are valued, healthy, and thriving is no small task and it can’t be done by any one individual or organization alone. In order to realize this important vision, we all must work together with and on behalf of children and families. Identifying shared priorities, ensuring all important voices are included at the table, and tracking progress over time. And Colorado is seeing real progress in so many areas but in particular around communications and messaging, with countless passionate people coming to the table to share their energy and work tirelessly to achieve this shared vision.

The power of many coming together to spark change has never been more evident for the Partnership than with our work on the Shared Message Platform. Focused on promoting child, family, and community resilience, the shared message bank includes messaging for early childhood stakeholders to use across the state in order to speak from a collective voice, engage more audiences and mobilize action to address early adversity and toxic stress to augment social norms and shift systems and change policy and investments. What makes it amazing to us is that these messages and the accompanying resources aren’t “owned” by any organization or entity, but rather, brought together by many stakeholders under the umbrella of the Early Childhood Colorado Partnership to develop a message bank that can be used freely by anyone and everyone across our state.

In addition to the message bank being available to everyone, it can be adapted to match the unique strengths and challenges of communities statewide. Rather than a script where everyone across our state is saying the same thing, it provides a “songbook,” so to speak, where we are all singing the same tune, but in tones that best meet our needs.
